Section 508 of the Rehabilitation Act Amendments, as amended by the Workforce Investment Act of 1998, requires that when Federal agencies develop, procure, maintain, or use electronic and information technology, they shall ensure that the electronic and information technology allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by Federal employees who are not individuals with disabilities.

These resources fulfill the criteria for § 1194.31 Functional Performance Criteria. Windows Accessibility Resources include the following features:

• Magnifier – Enlarges a portion of the screen for better visibility
• Narrator – Reads on-screen text, dialog boxes, menus, and buttons aloud if speakers or a sound output devise is installed
• On-Screen Keyboard – Displays a keyboard that is controlled by a mouse or switch input devise
• Speech Recognition (Windows Vista only) – Recognizes spoken input commands

Windows operating systems fully support compatible speech recognition and Braille output applications available from third-party vendors. HSI-developed products running on a Windows operating system should also be compatible with these applications.
