Applicable functional areas include superior proficiency and knowledge of the NAS system, hardware and software, knowledge of FAA procedural requirements, real-time design and development, testing and interface of software and computer hardware systems, regression impact analysis, reliability, maintainability, human factors, safety, standardization and other reengineering regarding FAA missions and NAS systems. JOB DESCRIPTION: Must demonstrate highly technical and managerial expertise and be fully knowledgeable and experienced in all aspects of NAS programs, system and related functional areas. Applicable functional areas include experience in air traffic and flight operations data analysis, pilot and air traffic controller information processing, systems engineering, network engineering, business process reengineering to include data modeling, software design, and programming; specialty engineering (e.g. communications, systems safety, quality assurance, test and evaluation, civil, etc.); human factor risks and mitigation strategies, reliability and maintainability, systems security, acquisition management, organizational planning, financial management, acquisition logistics, and program management. Provides consulting and advisory services to project teams, operations and engineering teams to ensure data solutions are aligned with the business direction, to determine data requirements and to provide advice as well as directly assist in the analysis, design, and implementation of initiatives and projects. FINANCIAL ANALYST
REQUIREMENTS:
Bachelor’s degree in Business Administration, Accounting or Finance, Procurement and Contracting, or related field and fifteen years of relevant experience. Demonstrated experience in advising the Government on vendor selection, program/contract terms, or prices. This includes identifying the most appropriate methodology to forecast program completion cost. Requires demonstrated experience in evaluating technical and audit reports, forecasting trends, and evaluating methods of allocating cost through various types of overhead and general and administrative expense. Expert knowledge of Earned Value Management Systems along with a demonstrated ability to apply EVM Maturity Model standards to analysis efforts. Certification in EVM from the Earned Value Management Institute is also desired.
JOB DESCRIPTION: Analyzes business problems, possesses significant knowledge of programs, business, and production management issues; proficient in the use of computer hardware and software application related to cost model creation, preparation and other automated data analysis systems. Demonstrated skills in performing computer driven analysis of the economic, statistical, accounting and financial principles and techniques necessary to support the management of procurements involving major systems acquisitions. Must have advanced knowledge of Instructional Design and Courseware Development to lead a group in developing classroom and e-Learning courses. Must be able to demonstrate past experience in courseware design using formal Instructional Systems Design (ISD) methods and processes. Possesses excellent writing skills, communications skills and familiarity with MS-Office and Macromedia Web Technologies, and other training management products.
